The 2014-16 BMDA Strategic Plan led the organization through a process of governance and funding restructuring. With those new structures in place, the organization will reinforce its role as the community's economic development leader via the priorities and actions set forth in the 2017 – 2019 BMDA Strategic Plan.
Our mission is to champion sustainable, regional prosperity through economic development leadership andthat leadership begins with our business development efforts. By supporting our community’s entrepreneurs, we hope to grow our own companies who will create jobs, opportunities and investment. Through our continued Business Retention & Expansion (BRE) Program, we will pro-actively identify and address the needs of our existing companies, both individually and as a whole. And we will utilize the recently completed Target Industry Analysis to target our business attraction efforts to those industries that we believe represent the highest potential for location or expansion in our community. Those industries are broadly identified as: value-added agriculture, energy and manufacturing. More specifically, the BMDA will utilize the research, data and other strategic considerations from the Target Industry Analysis to identify specific sectors within each of those industries and market to them more effectively. The organization will also seek to partner with existing companies in an effort to market to their vendors, suppliers and customers as another means of business attraction.
In order to accommodate business growth, the BMDA has also made it a priority to eliminate any barriers to prosperity. These areas include: infrastructure development, permitting or procedural issues, transportation planning, business assistance and any that would prevent talent from locating and staying in Bismarck-Mandan. Regarding talent, the organization is committed to focused and flexible efforts in both talent attraction and workforce development. By partnering with both education and industry, we will ensure that businesses have the workforce needed to locate and thrive in our community. Our formal communications strategy will aid in those efforts by not only promoting our “livability” and opportunities available to existing residents, both urban and rural, but to those considering relocating here as well. Finally, in order to address any of these priorities, we will take the necessary steps to ensure appropriate funding, governance and leadership of the BMDA.
Moving forward, our vision is that the BMDA will be the region’s primary economic development agent by building partnerships, eliminating barriers, and fostering a diverse economic base. We will work collaboratively with public and private sector partners to address the following priorities and regularly review them so that we’re meeting the needs of our ever-changing community.
ACTION: Support the community’s entrepreneurs
ACTION: Facilitate a formal business retention & expansion (BRE) program that both identifies and addresses the needs of existing businesses, but also identifies potential targets for business attraction.
ACTION: Develop an in-depth knowledge of the BMDA’s target industries and opportunity focus areas as laid out in the Target Industry Analysis.
ACTION: Implement those strategic considerations identified in the Target Industry Analysis to enhance business attraction efforts
ACTION: Be a part of the solution to ongoing infrastructure funding challenges by working with both public and private sector stakeholders.
ACTION: Monitor, forward and address issues in site development, permitting, transportation planning and other related processes
ACTION: Address those barriers to talent attraction or retention identified via the BMDA’s talent attraction and/or workforce development efforts.
ACTION: Continually review the various forms of business assistance available to both new and existing businesses.
ACTION: Develop and conduct collaborative workforce development efforts with partners in both K12 and Higher Education.
ACTION: Carry out talent attraction initiatives that take into account the current needs of the
Bismarck-Mandan community.
